The World Ocean Conference (WOC) 2009 are public square for the world community to talk about stream issues in the marine area which are related to global climate change, and how the Earth could wisely utilize the sea to weather condition crisis. Moreover, WOC 2009 is expected to make a many aligned global vision and commitments by taking part governments and institutions to act together to ameliorate marine resource management.
The seas play major roles in influencing the world climate system, but increasing rate of global climate change in late times has threatened marine alivenesses and the livelihood of the people.
The last legal framework that constitutes and governs the apply if the sea, The Convention on the natural law of the Sea, (UNCLOS) 1982 are now twenty-seven years. The climate system and the pressure to the world’s oceans accept dramatically changed since. Additionally the law of nature didn’t actually come up to the ways in which governments manage marine affaires related to the affects of global climate change on the oceans, or indeed the purpose of the seas in the phenomena of global climate change.
The Earth has at least lived a number of economic recessions and crises since 1982. The Asia Financial crisis in 1997 and global recession nowadays have caused major upsets to the sea. Over fishing and in manners that destroy the ecosystem of the sea, pollutions and coastal degradation have frightfully affected the balance of marine ecosystem. The recent global recession will threaten the oceans as well because poverty and unemployment will turn worldwide universes to seek means of subsistence from the seas.
To come up to this threats, Republic of Indonesia has accepted the initiative to coordinate a World Ocean Conference (WOC) in Manado on the eleventh – fifteenth May 2009, hereafter referred to as WOC2009, which will be assisted by Ministers and High Level Government Officials and High Level Officials from Multilateral Organizations.
